Electoral College History and Reform

The League of Women Voters US has had a position to abolish the electoral college in favor of a one person-one vote system for more than 50 years. It is a non-partisan effort that will benefit all voters in our nation.

Join speaker LWVIL Elizabeth J. Guscott-Mueller (“Joy”), JD, MDiv, to learn about the background on what the electoral college is, why it was implemented, how it operates, why it is failing our democracy now, the rationale for the league position for abolishment, and what could replace it.

Elizabeth “Joy” Guscott-Mueller

A practicing attorney and Managing Partner of Guscott Mueller Law, Elizabeth “Joy” Guscott-Mueller is a litigator; and her firm’s practice includes environmental, real estate, and estate planning matters as well as business transactions. She has served as the Electoral College Issues Specialist for the League of Women Voters-Illinois, Issues & Advocacy Committee (2019-2021), and currently serves as an Electoral College Committee member and Electoral College Research Sub-Committee member. Joy is also President of the League of Women Voters-Lake Michigan Region, a four state, fifty-two chapter Inter League Organization with a mission to protect and enhance Lake Michigan and its associated watershed. A member of the LWVUS Climate Change Interest Group Steering Committee, Joy also serves as Chair of the LWVUS Climate Change Interest Group Water Subgroup. Past local league Board work includes service as Vice President of Program and Board Secretary.

As a member of U.S. District Court, Northern District of Illinois, Federal Trial Bar, Joy volunteers on its Pro Bono Panel, representing indigent clients in employment discrimination and civil rights litigation. She is also a member of the City of Lake Forest Legal Committee. Past community involvement includes service as a Lake Forest Elementary School Board Member, Chairman of the Board of Trustees for a large congregation in Lincoln Park, and Chairman of the Board of Directors for a Chicago-area theater. Joy holds B.A. and J.D. Degrees from University of Illinois at Urbana–Champaign, and a Masters of Divinity from McCormick Theological Seminary in Hyde Park.
